No doubt about it - especially in the public sector complexity and uncertainty have increased tremendously during the past years. The connection between Governments, Public Administration and Organisations as well as the private economy and the society makes easy decision making processes obsolete. At the same time, the decision makers are facing ever more uncertainties: How will the roles of public and private players change? How will the global economic development influence the public sector? How will the services for general interest develop in the future?
